2008 ASCS2 Outlaw Rules

AGE REQUIREMENT

  1. Drivers 10 – 16 years of age with no exceptions.  Certified copy of birth certificate is required.
  2. At his sole discretion, the Race Track Promoter has the authority to permit an underage driver to participate in this class.

ROLL CAGE

  1. Roll cages shall be at least 1-inch .062 wall thickness, or 1 1/8 inch .065 wall thickness, or 1 ¼ inch .065-wall thickness.
  2. Roll cage shall be made of chromoly steel or equivalent material.
  1. The front section of the cage shall be no further back than the steering wheel.
  2. Roll cage shall have sufficient fore and aft bracing and strength to support the weight of the car and driver in case of an upset.
  3. Cage shall have gussets at the intersecting bars to the uprights.
  4. Bends must have at least 3-inch radius.  No square or pointed corners allowed.
  5. Roll cage must be a minimum of 3 inches above the driver’s helmet.
  6. It is mandatory to install a cross brace behind the seat to support the shoulder harness. 

BUMPERS AND NERFS

  1. Cars must have bumper extending beyond the front and rear tires.
  2. Nothing may extend beyond a tangent line from the outside edge of the tires to the bumpers.
  3. Nothing may extend beyond the outside edge or the tires or wheels whichever is the widest.
  4. No sharp corners or designs as to hook or damage.
  5. All cars must be equipped with nerf bars.
  6. Nerf bars must extend to inside edge of tires, but not beyond the outside of tire.

ELECTRIC AND ELECTRONICS

  1. On and off switches must be on dash, top of the cowl or on steering wheel.
  2. On/off switch must be connected and functional.
  3. No radio communication is allowed with the car or the driver. 

BATTERY

  1. All wet cell batteries mounted in the cockpit must be covered and vented outside the cockpit area. 

FUEL

  1. Pump gasoline or methanol allowed.
  2. No additives or enhancements will be allowed.

WEIGHT

  1. Minimum car and driver weight is 700 lbs.
  2. Any material used for the purpose of adding to the car’s total weight must be firmly attached as a part of the car’s structure.
  3. No liquid or loose ballast, i.e., water, fuel, oil, sandbags, rocks, etc. allowed.

SUSPENSION

  1. Tread; Maximum 50 inches.
  2. Minimum 32 inches, center to center of tires.
  3. Wheelbase: Maximum 70 inches. Minimum 50 inches, center of front axle to center of rear axle.
  4. Rear wheel drive only.
  5. All suspension bolts except wheel nuts must be secured by some type of locking device. 

BRAKES

  1. Brakes will be of sufficient strength so as to slide the wheels while the car is in motion at any given time.

TIRES AND WHEELS

  1. Any wheel size and tire combination may be used, but tires may not exceed 22 ½ inches in height.
  2. Racing rubber only. Beadlocks optional. Air bleaders are allowed.
  3. Wheels must be held on with 4 or more standard lug nuts or knock-off hubs.
  4. Right rear tire must be a minimum 50 durometer compound Hoosier or American Racer tire platted ASCS2 or NMMA.  Sipping and Grooving are allowed. Tire durometer check should be done at least 15 minutes after the races to allow for cool down.

SHOCK

  1. Any shock absorber legal, except no cockpit adjustable shocks.

BODIES

  1. All cars must have complete bodies.
  2. Tail sections must be in place for time trials and all races.
  3. There must be a metal firewall between driver and engine, made of 24 gauge steel or .0625” aluminum.
  4. Body of car must be made of aluminum, metal, fiberglass or high impact plastic.
  5. All cars must be an attractive color or colors.
  6. No rear view mirrors allowed.
  7. The only part of the car allowed to be dismantled for driver to enter or exit is a quick release steering wheel hub.
  8. Mudguards must be made of aluminum or fiberglass, and can be no less than 16 inches from the top of the cage.
  9. No mechanical, electrical or hydraulic adjustments will be allowed in the cockpit area.
  10. All fuel tanks must be equipped with a one way check valve designed to prevent spillage of fuel in the event of a rollover.

TRANSMISSION

  1. Motors must have transmission with all stock gears in working order.
  2. Any car equipped with a shifting mechanism must have this device mounted in the driver’s compartment.
  3. Chain guards will be made of .090 inch thick aluminum or equivalent and will run on top of chain from the front of the front sprocket to the center of the rear axle.
  4.  Driver must not be able to touch the chain or sprockets while sitting in the cockpit. 

WINGS

1.       Wings: 10 square ft. max, left sideboard 24” x 48”, right sideboard 18” x 48”, nose wing 18” x 24” max.

2.       Top wing is mandatory to enter a night’s event.

3.       Cars may finish without a wing if no replacement is available.

4.       No cockpit adjustable wings allowed. 

ENGINE RULES
Engine 600cc Restricted Micro Sprint 700 lbs., including the driver, at the conclusion of the race. Loss of any bolt-on weight during competition will disqualify the individual from that event.

Except as noted, all internal and external engine parts must remain stock with no modifications, metal removal, blueprinting, or surface treatments.

1.      Pistons, rings, piston pins and circlips may be replaced only with standard bore, stock production items.  There is no allowance for overbore.

2.      Valve seat inserts may be reworked.  Aluminum casting of cylinder head must remain absolutely stock with no metal removal.

3.      Valves must remain as produced with no modifications.  Valve springs may be shimmed with standard or aftermarket shims.

4.      Cylinder head combustion chambers may be cleaned by bead blasting with valves seated in place.  Intake and exhaust ports may not be bead blasted.

5.      Cam valve timing cannot be altered or changed in any way.

6.      Cylinder head gaskets may be replaced only with original equipment manufacturer’s stock parts (All 3 layers of the head gasket must be used).  All other gaskets may be replaced with duplicate aftermarket parts.

7.      Light cleaning of gasket surfaces with steel wool, Scotch-Brite, etc. is allowed. 

8.      Transmission gears may be shimmed only for the purpose of proper engagement.  Standard or aftermarket shims may be utilized. All transmission gears must be in working order.

9.      Modifications to the stock starting and charging systems are not permitted.   Starters and complete charging system must be in place, connected and functional before, during and after event.

10.  Timing advancers are not allowed.

11.  Aftermarket cam chain tensioner allowed for safety of motor.

12.  Fuel injection engines may run carburetors.  Fuel injection engines running carbs may change metering rods, jets & springs to tune fuel curve, Billet intake boots allowed.

13.  Modification of oil pan & pick up allowed or aftermarket ok.

14.  Any air box, stock appearing CDI, aftermarket washable replacement air filter.

15.  No current year production engines, no 2006 to current black R6R Yamahas or 2007 to current Honda 600 RR motors. 

16.  Any 600cc OEM CV carburetors (no flat slides allowed).

17.  Restrictor plate must have hole diameter .750 inside, outside must be tight against inside of boot, absolutely no allowance, plate must be against carburetors. Restrictors must be flat, no cones. (Restricted Micro Sprint “A” class only).

18.  No cockpit adjustments of any kind.

19.  Wings: 10 square ft. max, left sideboard 24” x 48”, right sideboard 18” x 48”, nose wing 18” x 24” max.

CLUTCH

  1. Must have manual working clutch.  No automatic clutch.   Must be mounted inside of roll cage.

NUMBERS

  1. All cars must have legible numbers in colors contrasting to the background on both sides of the car and on the nose.  Minimum height of numbers on the nose is 8 inches.
  2. Minimum height on the tail is 10 inches.
  3. Minimum heights on both sides of top wings is 12 inches.
  4. Numbers should be separated from advertising so that they will stand out and can be readable by the scorers.
  5.  Numbers are limited to 3 digits and letters are not permitted.
  6. A 12-inch number on the top of the wing is strongly recommended.

MUFFLERS

  1. Mufflers are mandatory and must keep the car at 95 decibels or less. No super trapps.
  2. NOTE: Cars, parts, components, and/or equipment will not be considered as having been approved by reason of having passed through inspection at any time or any number of times unobserved or undetected.

Unless these specs say you can do something, you cannot.

 

SAFETY EQUIPMENT

 1.      Helmets must be at least 1990 Snell approved, full head coverage, competition type, and worn with a face shield.  Helmets are to be worn and strapped at all times while the car is in motion.

 2.      Neck collars are mandatory.

 3.      Arm Restraints are mandatory.  They must be adequately adjusted to keep the drivers hands below the top of the roll cage. 

 4.      Racing gloves and racing shoes are mandatory and must be flame retardant.

 5.      Cage nets are mandatory for all open-wheeled cars.

 6.      All drivers must wear a 1990 or newer Snell approved flame retardant fire suit with an SFI-3.2.1 rating or higher.  It is also strongly recommended that drivers wear long-underwear, long sleeve shirt, socks and head sock.

 7.      Safety belts must be securely attached to the car and used at all times.  Only latches that are metal to metal will be allowed. Name brand racing 5 point seat belts, shoulder harnesses and sub straps are required.  Belt dates must not be over three years old.  It is mandatory to install a cross brace back of the seat to support the shoulder harness.

 8.      Any and all mechanically operated devices must be mounted below the driver’s shoulder for safety.

Unless these specs say you can do something, you cannot.

SECTION I   GENERAL INFORMATION

(National Tour Races & Regional Races)

 

1. This booklet contains the official rules and car specifications for all sanctioned events of the American Small Car Series. Any point not covered herein shall be resolved by the ASCS2 or their appointed representative.

2. All cars MUST display the official decals of major ASCS2 sponsors; ASCS2, Hoosier or any other designated sponsors to be eligible for contingency and point fund. Drivers must be a national member by June 1, 2008 (competing in at least 85% of events) in order to qualify for point fund money. Cars must display decals on outside of both of the side panels of wings. Decals shall be provided free of charge by ASCS2.

3. All drivers participating in an ASCS2 sanctioned event are encouraged to purchase a license from ASCS2 at a cost of $75 per year, an insurance policy from K&K Racing Insurance will be issued to each paid member, Account Policy # 6AKPX3187800, $5,000 accidental death & dismemberment, $20,000 medical accident (with $10,000 deductible or any available track insurance, whichever is higher, see policy for details).  This policy is also available for pit crews.  All cars entering will pay an entry fee of $10 per show payable at draw.

4. There will be special event shows during the year. You will be informed of specific procedures. All racing programs are subject to change. Any such changes will be covered at the drivers meeting.

5. In the event a two-day race is scheduled, the first day will be run with the same format as the second day with the exception that the first four finishing positions in the A Feature the first day will be locked in.

6. ASCS2 points shall be awarded to drivers in accordance with the following schedule:

65 points will be awarded to all drivers that fail to qualify out of “B” for main event.  50 points will be awarded to all drivers that fail to qualify for “A” or “B”

Any car that takes a green flag will be paid $15.

  

All races will run as ASCS2 officials feel is to the best interest of the race program.

Qualifying

1. Qualifying heat races will be held at all events.

2. The car count at the close of the drawing for qualifying heats will determine the number of heats to be run. As each number is drawn for a car, that number will be posted and this procedure will be repeated until a number has been drawn for each car that wishes to compete. The lowest number goes to the pole of the first heat race, the next lowest drawn number goes to the pole of the second heat, etc. Once pole position in each heat is filled, the next lowest number goes to the outside front row of the first heat, etc. If there are an uneven number of cars to equally distribute between heats, the last cars will be placed at the back of the lowest numbered heats. Any cars not represented at the drawing shall be placed at the rear of a heat race. Heat races will determine the starting position for the balance of races scheduled.

3. The passing point system will be used to determine starting positions in feature events. The driver will receive points for passing as well as finishing position with the driver accumulating the most points from heat races starting in the pole position. Any driver failing to draw for heat races or pack racing surface (when requested) will not receive passing points, but only points accumulated through his finishing position in his heat race. In the event of a tie in passing points, the driver who first earned the points shall be aligned in front of any subsequent driver earning the same number of points. Passing points will be figured on the actual starting position on the final parade lap.

4. Time Trials may be held at some shows, depending on car count.

5. A car and driver qualify as a team. Each driver can qualify only one car. No driver will be permitted to change cars after taking the green flag of his qualifying heat race. An exception to this rule will be in a two day race.

6. ASCS2 or their representative will advise drivers of the make-up of the number of heat races, main events, field maximum size and other pertinent information at the drivers meeting.

7. The lineup posted on the pit bulletin board when cars enter the racing surface for any race shall be the final line-up. In the event a car drops out of the line-up for mechanical reasons, the balance of the field shall move straight forward.   The exception being if 2 cars drop out from same row, prior to green flag.

8. The start will be official only upon the starter signaling with the green flag. In the event a pace car is used, all cars shall take their proper position behind it. In the event a pace car is not used, the pole car will set the pace which shall be consistent with track conditions and as required to keep the field in formation. ASCS2 shall be empowered to disqualify or penalize any driver violating this rule.

9. A white line or Cone will be placed on the turn 4 area for all double file starts. All cars must remain in proper order until the lead car or cars reach this point. Flag man will be instructed not to throw the green flag until then. If in officials judgment the front row car or cars are out of position a yellow will be displayed, after the green and a warning given to offender. Any further violation will result in the offender being placed a row back with car behind offender being brought to front row. Any other car not in proper position in officials judgment will be penalized a minimum of 2 positions plus one position for each position gained over one. This penalty will be imposed on the next yellow or red flag. If there is no flag after penalty then it will be enforced at end of race.

10. Any car requiring a second push on start or restart of race will be placed at rear.

11. On all single file starts after one lap the restarts will start at a Cone to be placed on the front straight-away. The leader must start race at or near the cone and all cars must go outside of cone in the proper aligned order.   Leader must set a consistent pace.  Any car going inside of cone, hitting cone or passing a car prior to going outside of cone will cause yellow and be placed on rear. If no yellow appears you will be penalized two (2) spots for each position passed at the finish.

12. Any car on or near the racing surface that delays the start or restart of any race shall be penalized one lap by Officials. A work area will be designated at drivers meeting.

13. Alternates will not be taken to fill any vacancies that occur.

14. Any car not running at a reasonable racing speed may be subject to disqualification for safety reasons.

 

Flag Procedures

Yellow Flag:

All cars stopping on a yellow, will be placed on the rear of Restarting line-up. An area will be designated (usually the pit area) for any work to be done during a yellow flag. Cars remaining on racing surface that are able to restart without service will be placed on the rear, in the order they were running prior to yellow flag. Any car that goes one or more laps down while in the work area or pit area will be out for that event.

Any driver who works on his car or permits any other person (other than a track official) to work on his car on the racing surface, during a yellow flag, shall be penalized one lap.

 

Any car that is involved in two unassisted yellow flags will be disqualified for that event.


There will be one attempt at a green-white-checkered flag, if another yellow flag appears then the race will be restarted with the green and white flags displayed at the same time.

Red Flag:

Cars that the red flag was thrown for and any other cars that change any tire will be placed at the rear of restarting line-up. All others will get the position they were running in prior to flag, if ready to join restarting line-up when called provided they went to designated red flag work area.

It shall be the decision of the flag man and ASCS2 as to what cars flags were displayed for, and their decision is final.

All Restarting line-ups will be single file after one lap with any lapped cars being placed in line-up.

Note: Any car changing any tire during red flag will be placed at rear also. (Wheel spacers may be changed if monitored by track officials).

 

A race is not considered complete until the checkered flag appears. If a yellow or red flag must be thrown after the checkered flag appears, the race is officially over and the payoff will be done in the same manner as a yellow or red flag realignment.

Procedural: Rules shall apply to all Tour Races and other Special Races and, are strongly recommended for all weekly, sanctioned shows, and if local track rules differ they should be made known to all participants.

Restricted Micro Sprint Engine Rules

Engine 600cc

Restricted Micro Sprint 700lbs., including the driver, at the conclusion of the race.  Loss of any bolt-on weight during competition will disqualify the individual from that event.

13.  Modification of oil pan & pick up allowed or aftermarket ok.

14.  Any air box, stock appearing CDI, aftermarket washable replacement air filter, power commander on fuel injection models only.

15.  No current year production engines, no 2006 to current black R6R Yamahas or 2007 to current Honda 600 RR motors.

16.  Any 600cc OEM CV carburetors (no flat slides allowed).

17.  No cockpit adjustments of any kind.

 

Outlaw Micro Sprint Engine Rules

1.      619cc maximum
Chassis Specs

2.      Weight Rule: Outlaw Micro Sprint 750 lb. including the driver, at the conclusion of the race.  Loss of any bolt-on weight during competition will disqualify the individual from that event.

3.      Any micro sprint chassis is allowed, but it must pass any test prescribed by the safety inspectors. The roll cage must be of a four-post design.  No elliptical (oval shaped) tubing used on or as part of the main frame structure. Minimum wheel-base of 50 inches, maximum wheel-base of 70 inches.

4.      Fuel cell securely mounted.  Tank used for qualifying heats must remain for all events.
No flammable liquids allowed in cooling systems. No fuel additives.

5.      Bumpers and nerf bars are mandatory and must be securely mounted. No aluminum frames, rear bumpers or nerf bars. Aluminum front bumpers are allowed. Nerf bars must not be outside of tires.

6.      Steel, aluminum or titanium brake rotors only.

7.      No hollow, tubular or drilled out bolt allowed.

8.      The right side opening of body must be a minimum of 10 inches vertical at any point.

Wings: Outlaw Micro Sprint 4x4max, left sideboard 26” x 54”, nose wing 18 x 24 max, right sideboard 24” x 54”

Tires and Wheels

1. Right Rear Hoosier Racing Tire, stamped ASCS2 tire must Durometor 50, all classes.

2. Beadlocks recommended on all wheels.

Fuel

1. Methanol or Ethanol only, NO NITRO or additives allowed. Fuel subject to be checked anytime by ASCS2 officials. NOTE: Fuel samples may be taken for analysis and prize money may be withheld until results are known. (Penalty for fuel infraction will result in forfeiture of all points and moneys won during event detected, and a fine up to $250.

Safety

1. All drivers are required to wear SNELL approved helmet, a fire retarding uniform, protective gloves and arm restraints during competition.

2.  All cars must be equipped with adequate seat belts, shoulder harness and crotch strap. ASCS2 strongly recommends a five point hookup with 3 inch belts.

3. RaceCeiver Radios are mandatory; we reserve the right to penalize drivers that don't run a RaceCeiver. No two way radios will be allowed.

         Protest Fees (Figures In Parenthesis Are Filing Fees)

1. Motor tear down (heads off) and cylinders inspected: $500 ($100).

2. P & G fuel test $500 ($100).

3. Other technical protest: $200 ($100).

         SPORTSMANSHIP – Micro Sprint car racing is a very emotional sport. As such, good sportsmanship is the key element of any competitive racing program. This must include respect for all participants – drivers, owners, pit crews, and officials. For our part we will make every effort to be consistent with our rules regardless of whom or what is involved. We will treat all participants with respect and expect similar treatment in return. A racer’s pit area is his castle – therefore please stay out of other racer’s pit areas, especially after an incident where you have been involved with that racer. Drivers – remember that you are responsible for the actions of your crews. Any offending parties will be fined appropriately and disciplinary actions will be initiated as deemed necessary.

         Rain Outs

         In the event a sanctioned race is rained out prior to the completing of all races and rescheduled for a later date, the entry fee shall be rain-checked for those who have already paid. At the rescheduled race, all races shall be rerun and all drivers will redraw for starting positions. In the event no races have been run and the event is not rescheduled, entry fees and pit fees shall be refunded. One lap over half-way through an A Feature event shall constitute a complete race in the event a race is stopped due to bad weather. If a race is stopped by use of the red flag and is ruled completed, the finishing positions will be paid according to the last officially scored lap by the leader previous to the red flag. Any car or cars red flagged will be put to the rear of the line-up of official finish.
